The developer and builders of a housing project in Harford County, MD, have agreed to pay $4.1 million to settle a lawsuit accusing them of polluting the Gunpowder River and one of its tributaries by failing to control muddy runoff from their construction site.
Texas-based homebuilder D.R. Horton, its development subsidiary Forestar Real Estate Group and Kinsley Construction, a contractor based in York, PA, admitted no wrongdoing. But the settlement announced May 19 requires them to pay a $2 million civil penalty and provide $2.1 million for “community-driven” remediation projects to restore aquatic habitat in the Gunpowder and its tributary, Foster Branch.
